      It’s much more of a US Dept of Ed issue, since IPEDS has been overly focused on the concept of traditional students (not just fall census data, but graduation rates used to only be calculated for full-time first-time students). It’s changing, but very slowly.

      But to your point, the mindset of institution admins has influened the Dept of Ed.

    As more and more institutions play in the bootcamp, alternate credential market, etc. I’m wondering at what point do we use a different number (something other than fall enrollment or 12 month unduplicated) to understand the true size of the higher ed market? Are there reliable data sources out there to measure the market consistently?
